The American Rescue Plan Act of 2021 added a benefit for those who may not have been able to afford to elect COBRA because of the loss of employment during the pandemic.  This Act requires employers to offer COBRA at no charge for six months and has a lookback requirement for offering this subsidy to those who would still be in the 18 months of coverage, had they elected.
